As it stands now, once a player loses DL eligibility you can drop them or another player without being responsible for half their salary.
Rather than have a small fine for not promptly moving those players off the DL, I am proposing that if you don't move the player within 48 hours, you don't get to drop a player free of charge.
ESPN automatically prevents you from making any roster moves while an inelligible player remains on the DL, so there's no competitive advantage to holding players on the DL. This would just close off a potential rule wrinkle, and would be more of a deterrant than a small fine.
