For option 2, "multiple sources" means the accepted authorities in signings and transactions, i.e. MLB Trade Rumors, official team and MLB blogs/sites, and major national fantasy baseball sites.
For option 3, any such players would be declared prior to 24 hours before the MiLB draft begins.
For reference, the MiLB draft usually starts the last week of February/first week of March.

The option currently with 6 is the only one with a clear/hard definition that won't require further clarification. But, it also means that there are going to be times when somebody is out there accumulating stats without being on a roster and/or somebody with high waiver priority lucks into a FA (and will know they're going to luck into one pretty early). It doesn't change the majority factor, but I think I'd change my vote if we re-voted to the current 2nd place option (widely reported they WILL sign...).

I think there will be very few impact players accumulating stats without being on rosters, but if there are then I'm ok with someone who has a high waiver claim getting them. The teams who struggled the most the previous year should have the highest waiver claims, and it should help them get better.
