If not, who is willing to step up and get things started?

Winter Meetings- is everyone coming back? do we have anything to vote on? we need to set draft start date/time, up min wage and salary cap? (if keeping salaries?)
Draft Prep- Someone needs to pull the correct salaries off Cot's an post them (if we're using salaries). someone has to create a draft board incorporating draft pick trades. The first trade involving 2017 draft picks occurred January 1, 2016 between Kings and Yoink. Someone will have to start there and go through all the trades since and make the changes to the draft board.
Someone will need to communicate everything to everyone in the league as we go.

It's clear to me that when we removed the requirement for teams to post their own transactions and salaries on Proboards, we effectively killed off a lot of the participation we used to see in this league. This message board used to be a hub of activity, where we all weighed in on league happenings, life happenings, etc. Now we go weeks without a single post.
It's time for some kind of league reboot. I really think we need to keep salaries, because it's one of the biggest things that differentiates this league from every other crappy league I play in. Maybe we need fewer teams, or bigger rosters, or smaller rosters. Maybe we need more keepers. Or fewer keepers. I don't know.
I think we should have a Winter Meetings starting now, and I think the whole thing should be about what kind of league we want this to be going forward. Forget 1-year rule changes, or upping the salary cap by $5M. What kind of league do we want this to be for 5-10 years down the road?

I've been in the league for like 4 years now and the boards have never been the type of league you're describing. The change in posting rules certainly didn't help things, but the boards have almost exclusively been transaction stuff with very little "other" posting. That said, it certainly did make it easier to BE in the league, but far easier to be relatively reclusive.
That said, I probably agree with Juggs. Especially considering that we likely don't have somebody who is going to jump in and do all of the stuff that Matt has outlined here in the last few weeks before Jan 1 hits. I'll think about what Juggs has posed above and maybe throw in my thoughts on "league moving forward vision" later this week.

Well, work became a bear over the last few days (teamed with baby) so I haven't put any thoughts together. Maybe the best option - based on time left - is to basically have this be a year where nothing changes outside of superficial things like salary cap, and we punt until next year?
