Commish said it was for deals and only deals that involve one GM trading a player but continuing to pay part or all of that players salary. Like when the Rangers had to keep paying for A-Rod. Nellie's Holler, I think was just making sure that everyone knew that when he got those players that he'd be respondsible for their contracts.
