I'm pretty sure that he passed MiLB eligibility and became available as of 12:01am today. If I'm incorrect, then I probably made a lot of people mad.

He did lose eligibility but he's in a 48-hour waiver period now. So all can do for the time being is place a claim. Out of everyone who places a claim the person with the highest priority gets the player

That's correct. Jose Iglesias is currently on waivers until Friday, June 15 at 12:01 EST unless someone claims him.
