The Major League Draft will end today or tomorrow. The 5 round Minor League Draft begins Thursday, March 5, 8am EST.
-Only players signed by a major league team or its affiliate by the beginning of the minor league draft who have 130 ABs or fewer, or 50IPs or fewer in their MLB career are MiLB eligible and available for the MiLB draft. *** (This means Yoan Moncada is available in this draft, but Brady Aiken is not.)
***The exceptions this year are Hector Olivera, Cuban infielder, DOB 4/5/85, and Andy Ibanez, Cuban infielder, DOB 4/3/1993. As of this email, they are reported to be signing with a team any day now. They are available in this draft.***
-Just like the Major League draft, each team will have the following amount of time to post their pick: Rounds 1-3: 8 hours per pick Rounds 4-5: 4 hours per pick -The clock will be suspended between the hours of 12 midnight and 8am EST. Picks may be made within this window, but no one can be skipped. The time that your pick expires will be posted when you're OTC if possible. The clock starts when the previous pick has been made, or when the time window on the previous pick has expired. If you get skipped you may make your pick at any time after your window expires.
-When posting your pick, please include the player’s name, MLB team, and position(s).
-During the minor league draft, no major or minor league players may be added to any team.
After the Minor League Draft, we will have the 5-day Minor League Free Agent Pick-Up Period, followed by the beginning of Free Agency. Any MLB player not on your ESPN roster when Free Agency begins becomes a Free Agent (DL exceptions aside.) You will not have to conform to salary cap rules until a few days before the regular season.

Should we also make Yadier Alvarez, Cuban RHP, DOB 3/7/1996 eligible? I thought he'd be ineligible to sign until July 2nd, but he has a chance at getting a waiver. It's buyer-beware if he doesn't sign, but personally I hate having guys rack up major league stats for no one.
From Rotoworld: "Fangraphs' Kiley McDaniel reports that Cuban pitcher Yadier Alvares is seeking a waiver from Major League Baseball that would allow him to sign prior to July 2. Because of his age, Alvares is supposed to be registered with MLB in order to sign in the current signing period. However, he was not allowed to register while in Cuba, so his reps are working to get him a waiver that would allow him to sign now rather than wait until July 2. McDaniel says such a waiver has been granted to Dominican kids in the past, but there's no precedent for a Cuban prospect."

Personally I think we should wait and that they need to be signed at the time of the start of the milb draft in order to be eligible (including some of the other guys that were already approved as eligible but haven't signed yet.)

I would disagree, only because the guys that were made exceptions are going to be MLBers just after our draft starts. Anyone willing to take one of them knows the risk that they could sign with a team who doesn't have a spot for them yet, etc. Heck, odds are that Olivera will be signing with someone during our first round.

I think we should draw a line somewhere to avoid confusion. Either a guy is signed (or reported to have agreed to terms) before the MiLB Draft starts, or he isn't. There should be no exceptions, even Olivera and Ibanez, who haven't been reported specifically to have signed with a particular team. I propose that we do not change, or bend, a rule we've long had in place to react to an unforeseen situation (a flood of Cuban players joining MLB.) Let's allow our existing rules to cover the situation.
I propose that we allow waivers to be a thing that matters. Other than one or two instances, like the Great Paul Goldschmidt Robbery, waivers has barely ever mattered. Any Cuban players (or ANY players, for that matter) who reach MLB level stats this season, but who have not signed with a team by the beginning of our MiLB Draft, should be subjected to the waiver process. It's how we've been doing it for years, and it hasn't seemed broken. Let's give it a chance to work this year as well.

We did this last year with 3 guys, and we did it 3 years back with Soler I think, but it's not technically in the rules. I guess a poll is in order.
I think the start date of our draft is an arbitrary line, and we draw it because there has to be some line. It's unfortunate the timing of our offseason doesn't line up well with the international free-agent signing period, but we don't have to stay rigid and exclude a handful of valuable players from the draft.
Olivera and Ibanez have been cleared by MLB and all governments to to sign, they're holding workouts right now, they have offers on the table, they're going to sign in the next week or 2. Olivera could be someone's opening day 2B, it would be dumb if no one were allowed to own him for the first month+ of the season. What if he was doing well, and the guy with #1 waiver priority had to stare at him for weeks before being allowed to pick him up? For all intents and purposes these 2 are a part of this season's class-- excluding them from the draft is what would make them the exceptions.

Anyone drafting one of these guys knows full well what they're getting into, and will be willing to take the chance. Waivers will never matter in this league, as you'll never have 15 worthy players hitting the market in any year. Even if we were to say that Olivera and Ibanez are off limits, that would make, what, 2 (maybe 3) guys that would hit this year? The fact that we reset the waiver order every year means that if you don't fall into that 13th-to-15th place finish. you have virtually no chance of using your pick in any given year. These two guys belong with the rest of the 2015 class. Of course, that is just one man's opinion.

Odrisamer Despaigne, Aledmys Diaz, and Erisbel Arruebarrena were all unsigned at the start of last year's draft, but declared eligible beforehand. Mainly because they have cool names.

I think in today's MLB, the "line" should no longer exist. The LM (or the triumvirate) should post a list of currently unsigned players that are in, based on their assuming proximity to being signed. Any owner would assume the risk in signing one of them (just as with the risk assumed when drafting any unknown commodity such as a high schooler or college player).
Or we could put it up for votes every year... Or we could have one vote to give the LM (or a tribunal) the power to do it every year, as has been done already.

I think saying that the "line" should no longer exist flies in the face of the efforts we've made so far to make this league easier to keep up with. We've been losing multiple owners every season, likely due to the high activity level required to stay competitive in this league, and it would be nice if we resolved something like this in a way that made it easier for everyone to keep up with. Something like, "Everyone signed by [insert date here] is eligible for the MiLB Draft. Everyone not signed by [insert date here] will be subjected to the waiver process upon reaching MLB eligibility."
The only real reason I've heard so far for making unsigned guys eligible is that we "don't like" a guy accruing stats without being on a roster, and that seems pretty arbitrary. I guess what I really want is some sort of explanation as to how we decide who will be eligible and who won't. It would be nice to plan for this draft without having to change up my prospect rankings 2-3 days before the draft begins based on who someone thinks "might" sign in the next week or two.
ADDED AFTER EDIT: So I just thought of something. Since we all agree that the date of our MiLB Draft is somewhat arbitrary, and the reason some of you seem to want unsigned players eligible for the draft is because they might make an MLB roster and begin accruing stats for nobody, why don't we make the MiLB Draft later? Seriously, what's the harm in starting our MiLB Draft just before the MLB season begins? Anyone who is likely to make a MLB roster and accrue MLB stats will certainly be signed by then, and anyone who isn't probably won't be signed until July 2 anyway. If we could agree that the MiLB Draft will always begin one week (or ten days, or five days, whatever) before MLB's official Opening Day (not including whatever weird series they make some team play in Australia or wherever), it might simplify the whole matter.

I still don't see the drawback in making guys who will more than likely be signed in the near-term eligible for the draft. If everyone knows about these guys up front, what is the big problem with it? What are the negative ramifications of letting these guys into the draft? I'm just not seeing it. Like any other situation that is divisive, a poll has been posted to resolve this.

Like any other situation that is divisive, a poll has been posted to resolve this. I agree 100%. Having a couple extra guys eligible doesn't complicate anything. As for moving the draft, I'd much rather have my roster set earlier. And as the guy who keeps the books so to speak, I would really strongly prefer to not have a draft and the last-minute roster shuffling to happen simultaneously.

One suggestion for solving the problem of accruing stats in the FA pool could be to put them through waivers as soon as they have an MLB at bat. That solves the wasted month of AB. It's not like the claiming team would likely change
