When a guy comes off the DL, am I allowed to drop HIM penalty-free? Or are we only allowed to drop someone else penalty-free?

I'm pretty sure you can drop him penalty-free. The purpose of the free drop is because you are forced to drop someone to make room, so it shouldn't matter who you drop.

You should be able to drop either HIM or someone else free of charge.

You get to drop someone for free because you can't leave anyone on the DL when they've been activated in real life, and you're free to drop whomever you like. I probably should have written that rule a little better. There are a lot of loopholes there.
