This came about because of the question I was asked regarding Michael Bourn and my subsequent response.
The original rule stated that players with 130 career AB or 50 career IP were eligible for the MLB draft.
This, however, precludes players like Michael Bourn, because he only has 127 career at-bats. That's stupid, because he played an entire year with Philly. It doesn't make sense for him to only be eligible for the Minor League Draft.
What I'm proposing is that players who have at least one major league AB/ one-third IP but less than 130 AB/50 IP be eligible for both drafts. I'll let everyone weigh in on that before deciding.

making them available in both is like making them available only in the MLB draft. ANybody of note will be gone before the MiLB draft starts.
I like having that separation. Guys with more than 130/50 have to be on the MLB roster and get drafted in the MLB draft. Guys under 130/50 that start the season on our MiLB roster should be drafted in the MiLB draft. Just my opinion. Otherwise the MiLB draft becomes pretty bad by round 3.
