I posted this answer to a specific question in another thread, but I'm posting it here so everyone sees it ASAP.
1. You can only drop a player WITHOUT penalty IF: a. You do it before the end of the day Sunday, March 2 b. You have to call a player up because he is no longer eligible for your MiLB roster.
2. The options apply to the same way as real life. They simply limit the number of times you can send a player down before he has to clear waivers before going back to the minors. If you call up a player that is still MiLB eligible after March 2, you ARE responsible for the salary of the player you drop. If a player is out of options, he will have to clear waivers before you can send him down, and you will be responsible for the salary of anyone dropped.
The 130/50 rule was only for the draft. Now that the draft is over, you can have anyone on your 30-man roster that you'd like.
So, if you want a MiLB-eligible player on your MLB roster because you know he's going to start the season with the MLB club (Soto, Fukodome, Buchholz, Kennedy, Towles, Kuroda, etc), you must put that player on your 30-man roster before the end of the day Sunday, March 2, or you will be responsible for 1/2 the salary of the player you drop.
In addition, if you have empty spots that you're holding for MiLB-eligible players, promote them before the end of the day Sunday, March 2, or you will be subject to the failure to maintain a full roster penalty.
