I'm guessing the Presidents Day weekend might have played at least a small hand in having it start on Tuesday.

The draft starts on Tuesday, and yes that was done with Pres. Day in mind, and to make it a week in between drafts.
Josh has known who he was going to take with that pick as soon as the Mariners drafted him, so no biggie. Nothing wrong with picking early.
